RE: Waimea Design Plan/Bill 727 (Amended)
On March 4 , 1981 , our Committee on Planning recommended passage of
the Waimea Design Plan/Bill 727 on first reading. Full Council
approved and adopted the bill on first reading and referred it back
to committee for further review on March 18 , 1981.
In view of the communications and input received from the workshops,
public forums and committee meetings that followed, and subsequent
recommendations from the Planning Director, the attached Bill 727 ,
as amended, has been developed. Due to the complexities of the course
of the bill, I have attempted to describe principal concepts that are
being added which are pertinent to the direction being taken. For
clarification purposes, material from the original bill to be omitted
is [bracketed] and new material is underscored .
Specific modifications to the original Bill 727 are:
URBAN DESIGN ANALYSIS
2. 2 Paragraph three has been added to include issues discussed
during County Council public hearings and meetings in addition to
issues of the Planning and Urban Design Committee already listed in
paragraph two.
HISTORIC SITES
2. 12 Deletion of the [Alice and John Spencer House] from buildings
which may have historic value. If further research proves otherwise ,
however, appropriate measures could still be taken.

PROCEDURES
3 . 2. 2 Urban Design review and approval procedures should be
undertaken by the County Planning Department for public and private
proposals, development applications and building permits .
It was decided that detached, single-family residences and agricultural
structures and renovations be excluded from the Urban Design Review
process and that voluntary compliance would be more appropriate.
Paragraphs three and four detail the purpose , objectives and the make-up
of the Community Association sub-committee that would act in an advisory
capacity to the Planning Department and other County agencies in imple-
menting the Plan.
LAND USE
3 . 4 . 2 Guidelines for land use are to pertain to Urban Design District
(UDD) instead of the [Special Design District (SDD) ] with the exception
of detached, single-family residences , agricultural buildings, and minor
renovations within the Urban Design District.
3 . 4. 2. 2. a Rather than setting minimum sideyard setbacks of eight (8) feet
and twenty (20) feet height limits in the Urban Design Districts 1 and 2 ,
this subsection expands the flexibility of setbacks and height restrictions.
Specifics will be left to the discretion of the Planning Director in
accordance with considerations mentioned therein.
3. 4 . 1.b Planning and design considerations can still be recommended by
the suggestions of structure location and siting, landscaping and preser-
vation of natural features valued by the community.
3 . 5. 1.c Delete [Improve intersection of Mamalahoa Highway and Mana Road]
since more intensive land use is not projected for that area; therefore,
it is not required that Mana Road and a portion of Kahilu Road be considered
as major collectors.
3 . 5 . 1.e Construct a new proposed roadway between Lindsey Road extension
and Kamamalu [Kahilu] Road.

LANDSCAPE CONCEPT

Road from Preparatory Academy to Anna' s Ranch may be in conflict with
"le" which preserves the view of the Kohala Mountains and recommends
deletion of "lb" .
3 . 8 . 1 Ground signs for residential area (Type 2) will be equal to
the size of wall signs in the residential area -- maximum 8 square feet,
not [20 square feet] .
3. 9 STREETS AND LIGHTINGS
Emphasis is on major objectives as opposed to [The following recommendations

3 . 10. 1 Because of present high costs of installing underground utilities ,
the Plan encourages rather than requires underground utilities for new
development.
Amendments to Maps:
Figure 3 . 2 Retain one "V" - Very Low Density on the frontage of
Kawaihae Road.
Deletion of Manu and Kahilu Roads as collectors.
