Dear Takashi :
Per our telephone conversation today, enclosed is a draft
for proposed changes to the Waimea Urban Design Plan. As
I mentioned to you, the committee that drafted the changes
was self-appointed , and does not consider itself to be the
official voice of the community. However, we did endeavor
to address those issues that were repeatedly brought up at
the various meetings and workshops.
To date , this draft has not been circulated outside the
committee , as we have yet to determine the proper procedure
to formally draft and present an alternative to the County.
LAP suggestions and/or advice you might offer would be
preciated.
I believe our draft is self-explanatory. With reference
to additional roadways and extensions, it was the opinion
of the committee that such improvements will only become
a reality when and if the proposed by-pass is finalized.
Since there has been so much controversy about this , especially
with the Hawaiian Homes people , the committee felt that all
mention of such roads be deleted from the Plan and persued as
a seperate issue when the by-pass plans are finalized.
You will also note that the committee recommended that a
local review committee not be formed. To date , there has
been tremendous resistance within the community in having
plans and projects reviewed by an unofficial , non-elected
committee. Many view this process as an infringement upon
their personal rights. With the desire to refrain from
additional bureaucracy, once a Plan has been adopted , the
present County agencies should be adequately equipped to
enforce it. History has proven that no matter who might
serve on such a committee , the entity itself would be unpopular.

As discussed in our conversation today, Waimea citizens
are quite irrate that Mr. Fuke continues to notify and
seek comments from the Waimea-Kawaihae Community Association
regarding future projects. In past meetings, Mr. Fuke has
been made aware of the status of the Association within
the community. Until a Plan is finalized, we urge you to
seek the Planning Department ' s cooperation in ceasing to
referring to "the proposed plan" and to cease soliciting
comments from this unofficial voice.
The community does realize that State law mandates a
community plan, and we are eager to have an acceptable
plan formulated as soon as possible. However, until
such a plan is officially adopted, we do expect the
various County agencies to act in good faith and in a
legal manner.

TO WHOM IT MAY CONCERN:
On Friday, July 24, 1981 , a self-appointed committee
met to draft possible changes to the WAIMEA DESIGN PLAN
as outlined in the County of Hawaii Bill No. 727 (Amended).
As a plan is mandated by State Law, it was the committee's
feeling that the community should begin considering
alternatives to the Plan as presently proposed.
Committee members were:

Suzanne Haight
Carol Hendricks
Beth Lagrimas
Some changes are grammatical ;however, the majority of
changes reflect the concerns of Waimea citizens as stated •
in recent meetings and workshops.
Where words have been changed within a paragraph,
those words are underlined in the attached proposal. Where
deletions have been proposed within a paragraph, the proposed
new paragraph is written in its entirety. Other changes are
self-explanatory.
It was the consensus of the committee that until exact
plans and alignment of the proposed by-pass roadway are
finalized, all mention of road extensions and roadway
connections should be eliminated from the Plan and its maps.
The committee also felt the existing County agencies
to be adequately equipped to enforce the implementation of
the Plan and therefore recommended deletion of the formation
of a local committee for review purposes. Interested
parties are encouraged to participate on an individual basis
when issues are brought before the County for review.
Any questions on this proposed draft should be directed
to one of the committee members listed above.

Existing Central Area
The area abutting and south of Mamalahoa Highway,
between Waimea Elementary School and the Civic
Center site has been defined as the "Central
area" for the purpose of this study. The
Lucy Henriques Medical Center is located on
the site adjoining t.`e Civic Center.
2.1 Study Area
The committee questioned the accuracy of the
last sentence : "Approximately 454 of existing
dwelling units in the area are located east of
the town center, in agriculturally areas
(TMK Section 4) . "
2.2 Issues
Change 2nd sentence to read :

Explanation: A definite alignment has yet to
be established for the proposed by-pass road,
nor has the time-table for construction of the
road been determined. •

Change paragraph a to read : "mraffic pattern:;
for Waimea are caused by regional flow through
the town center and by local traffic. While
the volume of regional traffic, indicated in
Figure 2. 3 is increasing is numerical terms,
a significant amount of the traffic is heavy
truck traffic between the Hamakua Coast and
Kawaihae Harbor. The proposed Waimea by-pass
road could greatly reduce urban traffic volumes
on Mamalahoa Highway and reduce the impact of
large vehicles in Waimea. The regional and
major internal road use patterns for Waimea
are shown in Figure 2. 3. "

Change to read" "Horses are a very Significant
part of the Waimea lifestyle. However, they
have not been considered within the town growth
pattern. There are no established horse and

theme is the "Paniolo" style, a kind of
gingerbread or. "decorated" ranch style of des gn.
Examples of this style are shown in Figure 2. ';.
It is characterize0 by wooden construction,
gable and Hawaiian roof forms, verandas, intricate
balustrades and trim, panelled doors and windows
and patterned window shutters. The Parker Ranch
office just south of the Post Office is in this
style. " •
Change paragraph 3 to read : "Recent residential
structures vary in style. Most recent housing
is no different than that being constructed
elsewhere in the State. "
Delete paragraphs 4 and 5.
2. 11 Public Facilities
Change the last sentence of paragraph 2 to

This has been designated a Special Design
l" District (SDD) . Suggested controls and guidelines
within this area are recommended below. Along
with relevant County codes and standards, they
would control and affect future development and
subsequent design considerations.
