BOX 685 KAMUELA HAWAII 96743 September 2 , 1981 Councilman Takashi Domingo County Council 25 Aupuni Street Hilo, Hawaii 96720 Dear Taka, Per our phone conversation earlier today, I would like to advise you of apparent discrepency in the Waimea Design Plan. At our meetings in May, severe objection was voiced to the improvement of the Kahilu Road and the extension of the road network through Kuhio Village. It has been requested that these roadways be eliminated and that the map be amended. As of the last printing of Bill 727 which was sent to the Thelma Parker Library in early July, these items remain in the plan. This can be fairly easily eliminated by the following method. First , on page 17 number 3 . 5 . 1e by revising this by eliminating Kahilu Road and replacing it with Kamamalu Road. This will eliminate all the roadwork between Kamamalu and Kahilu Road which goes to the Kuhio Village area. This will also retain the loop road behind the existing core of town which is so important to the future development of Waimea. The other that needs to be modified is the map attached to your ordinance. This is the Land Use Concept Map which shows the circulation pattern. It would be appropriate to eliminate the road as shown to the east of Kamamalu through the Hawaiian Homes Kuhio Village area. These are the roads which are superfluous and which are objected to. Please be sure that the road to the west between Kamamalu and Lindsey Road is retained on the map. Also , as of this writing of the 25 copies of the ordinance which were sent to the Waimea Thelma Parker Library for community review, only 9 of them have been checked out. I pulled the ninth copy. Thus , I think that several of those who have been insisting that copies be made available have not availed themselves of the opportunity of the review of the ordinance which they are objecting to. Your appropriate attention to the passage to the Design Plan will be greatly appreciated. Si errly, Kenneth M. BE IT RESOLVED that the County Council Planning Department follow through on the above and that a response be forthcoming. R E S O L U T I O N CHAIRMAN TAKASHI DOMINGO & PLANNING COMMITTEE WHEREAS , my name is Sonny Kaniho and I am a lifetime resident of Waimea, born and raised in this community; WHEREAS , as a crusader for Hawaiian rights, I speak in opposition of the Waimea Design Plan that will affect the Hawaiian Homes Kuhio Village and its residents; WHEREAS , as a member of the South Kohala Traffic & Safety Committee, I believe that an alternate plan should be considered away from Kamamalu Road which is the main entry into Kuhio Village and affecting the 117 families as a safety precau- tionary measure, as well as for the protection of others along this road; WHEREAS , an alternate route behind the Waimea Civic Center or Lucy Henriques as recommended to this body on June 23 , 1981 , in Hilo should be considered; BE IT RESOLVED THEREFORE, that this Committee accept and respect the wishes of the people to support the 868 persons opposing the Waimea Design Plan.
