Re: Agreement with the U.S. Department of the Interior Fish and Wildlife Service
The Hawai`i Fire Department works collaboratively with the U.S. Fish and Wildlife Service
(USFWS) to mitigate fires within the boundaries of the Big Island National Wildlife Refuge
Complex, which includes lands at Hakalau Forest National Wildlife Refuge (NWR) and Kona
Forest NWR. They wish to enter into an agreement, via a Memorandum of Understanding
(MOU), to identify the terms and conditions of their collaboration and to provide clarification of
each jurisdiction's responsibilities.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the USFWS to
provide the MOU outlined above.

A. REQUEST:
To enter into agreement between the U.S. Fish and Wildlife Service and the Hawaii Fire Department for the
purpose of supporting wildland and structural firefighting services provided by the Hawaii Fire Department on
lands within the boundaries of the Big Island National Wildlife Refuge Complex which includes lands at
Hakalau Forest NWR and Kona Forest NWR (Attachment A), and to provide a public benefit through U.S.
Fish and Wildlife Service support and assistance.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Hakalau Forest NWR and Kona Forest NWR are situated in areas with a high fire hazard. The Hawaii
Fire Department works collaboratively with the U.S. Fish and Wildlife Service to mitigate fires in these areas.
The Memorandum of Understanding provides clear understanding of each jurisdiction responsibilities.
