I hereby certify that the following Bills passed first reading at the meeting of the Hawai`i County
Council on September 21, 2011, by vote as listed below:
Bill 86: Amends Ordinance No. 11 -59, as Amended, the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2012. Increases revenues in Federal Grants — Hawai`i
Impact Grant ($51,607); and appropriates same to Federal Grants — Hawai`i Impact Grant. AYES:
Council Members Blas, Hoffmann, Ikeda, Pilago, Yoshimoto, and Chair Yagong — 6; NOES:
Council Members Ford and Smart — 2; ABSENT: Council Member Onishi — 1; EXCUSED: None.
Bill 87: Initiates a Charter Amendment to Article X, Financial Procedures, Section 10 -15, of the
Hawai`i County Charter (2010 Edition), Regarding the Public Access, Open Space, and Natural
Resources Preservation Fund. Amendments relate to the following: Appropriates funds to the
operating budget a minimum of two percent of the certified real property tax revenues, including
penalty and interest; funding shall consist of a minimum of two percent of actual revenue received
in the fiscal year; and adds language relating to what the funds shall and shall not be used for,
matching funds, and restrictive covenants regarding land and easement acquired through this fund.
