Changes the policy of the Police Department regarding citing or arresting any driver for the following traffic violations, may have the motor vehicle towed to a private tow yard at the registered owner's expense: Driving without a license; driving while license is suspended or revoked; operating a vehicle under the influence of an intoxicant; habitually operating a vehicle under the influence of an intoxicant; operating a vehicle after license and privilege has been suspended or revoked for operating a vehicle under the influence of an intoxicant; operating a vehicle after consuming a measurable amount of alcohol, persons under the age of 21; or fraudulent use of plates, tags, or emblems. Also, adds language relating to tow companies giving notice to registered owners and lien holders, any motor vehicle not recovered within 30 days of notification, community caretaking considerations, and the police department's responsibility regarding the protection of a vehicle after the driver has been arrested. (The effective date is six months from the date this ordinance is passed.).
