I hereby certify that the following Bills passed first reading at the meeting of the Hawai`i County
Council on November 16, 2011, by vote as listed below:
Bill 127 (Draft 2): Amends Chapter 2, Article 43, of the Hawai`i County Code 1983 (2005
Edition, as Amended) by Amending Section 2 -219, Section 2 -220, Section 2 -221, Section 2 -222,
and Section 2 -223, and Add a New Section, Relating to the Budget Stabilization Fund. Clarifies
the purpose of the budget stabilization fund, sets the minimum amount of $250,000 to be
appropriated annually, establishes a policy of accruing between five and fifteen percent of the
operational expenses excluding State and Federal grants, codifies dissolution of the fund, and
continues to demonstrate the Administration's appropriate and prudent management of the
County's finances. AYES: Council Members Blas, Ford, Onishi, Pilago, Smart, and Chair Yagong

Bill 129 (Draft 2): Amends Ordinance No. 11 -60, as Amended, Relating to Public Improvements
and Financing Thereof for the Fiscal Year July 1, 2011 to June 30, 2012. Adds Mass Transit
Agency: Waimea Transit Hub ($500,000); funds shall be provided from General Obligation Bonds,
Capital Projects Fund — Fund Balance and /or Other Sources. AYES: Council Members Blas, Ford,
Ikeda, Onishi, Pilago, Smart, Yoshimoto, and Chair Yagong — 8; NOES: None; ABSENT: Council
Member Hoffmann — 1; EXCUSED: None.
Bill 130 (Draft 2): Amends Chapter 2, Article 41, Section 2 -208, Section 2 -209, and Section 2 -210
of the Hawai`i County Code 1983 (2005 Edition, as Amended), Relating to the Disaster and
Emergency Fund. Ensures that the County accumulates sufficient supplemental financial resources
to respond to public health and safety emergencies, and to rebuild, repair, or replace County
facilities and infrastructure damaged by natural or human - caused disasters or emergency events,
and to further demonstrate appropriate and prudent management of County finances. (Sets the
minimum amount of $250,000 to be appropriated annually and establishes a policy to have a
targeted funding amount of $10,000,000.). AYES: Council Members Blas, Ford, Onishi, Pilago,
Smart, and Chair Yagong — 6; NOES: Council Members Ikeda and Yoshimoto — 2; ABSENT:

Bill 131: Amends Ordinance No. 11 -59, as Amended, the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2012. Appropriates revenues in Federal Grants —
Working Towards Crime Lab Accreditation ($13,300); and appropriates same to Working Towards
Crime Lab Accreditation Grant. AYES: Council Members Blas, Ford, Ikeda, Onishi, Pilago,
Smart, Yoshimoto, and Chair Yagong — 8; NOES: None; ABSENT: Council Member Hoffmann —
1; EXCUSED: None.
Bill 132: Amends Ordinance No. 11-59, as Amended, the Operating Budget for the County of
Hawai`i for the Fiscal Year Ending June 30, 2012. Increases revenues in Federal Grant — Victims
of Crime Act ($21,268); appropriates same to Victims of Crime Act. AYES: Council Members
Blas, Ford, Ikeda, Onishi, Pilago, Smart, Yoshimoto, and Chair Yagong — 8; NOES: None;
