Clarifies the purpose of the budget stabilization fund, sets the minimum amount of $250,000 to be appropriated annually, establishes a policy of accruing between five and fifteen percent of the operational expenses excluding State and Federal grants, codifies dissolution of the fund, and continues to demonstrate the Administration's appropriate and prudent management of the County's finances. Bill 129 (Draft 2): Amends Ordinance No. 11 -60, as Amended, Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2011 to June 30, 2012. Adds Mass Transit Agency: Waimea Transit Hub ($500,000); funds shall be provided from General Obligation Bonds, Capital Projects Fund — Fund Balance and /or Other Sources. AYES: Council Members Blas, Ford, Ikeda, Onishi, Pilago, Smart, Yoshimoto, and Chair Yagong — 8; NOES: None; ABSENT: Council Member Hoffmann — 1; EXCUSED: None. Bill 130 (Draft 2): Amends Chapter 2, Article 41, Section 2 -208, Section 2 -209, and Section 2 -210 of the Hawai`i County Code 1983 (2005 Edition, as Amended), Relating to the Disaster and Emergency Fund. Ensures that the County accumulates sufficient supplemental financial resources to respond to public health and safety emergencies, and to rebuild, repair, or replace County facilities and infrastructure damaged by natural or human - caused disasters or emergency events, and to further demonstrate appropriate and prudent management of County finances. (Sets the minimum amount of $250,000 to be appropriated annually and establishes a policy to have a targeted funding amount of $10,000,000.).
