Bill 171 (Draft 2): Amends Chapter 22 and Chapter 35 of the Hawaii County Code 1983 (2005 Edition, as
Amended) Relating to Publication Dispenser Racks Located Within Established Business Improvement
Districts. Provides that a Business Improvement District through its District Association be allowed to
install, maintain, and manage publication dispensing devices located upon County streets and sidewalks
within an established Business Improvement District. Also, proposes that a District Association of a
Business Improvement District be authorized to levy and collect Publication Dispenser Rack permit fees
associated with the issuance of permits and promulgation of rules for the use of publication dispenser racks
within an established Business Improvement District. Criteria are set forth in this measure. AYES: Council
Members Ford, Hoffmann, Ikeda, Onishi, Pilago, Smart, Yoshimoto, and Chair Yagong - 8; NOES: None;

Bill 192 (Draft 2): Initiates an Amendment to Article III, Section 3-17, of the Hawaii County Charter
(2010 Edition), Relating to the County Redistricting Commission. Prohibits redistricting commissioners
from becoming a candidate for the County Council for the first election cycle following the redistricting.
The provisions of this charter amendment shall take effect in the first County election following the 2021
redistricting plan. AYES: Council Members Ford, Hoffmann, Pilago, Smart, Yoshimoto, and Chair Yagong
- 6; NOES: Council Members Ikeda and Onishi - 2; ABSENT: Council Member Blas - 1; EXCUSED:

Bill 200: Amends Chapter 24, Article 10, Division 1 of the Hawaii County Code 1983 (2005 Edition, as
Amended), Relating to 25 Mile Per Hour Limit. Amends Chapter 24, Article 10, Division 1, Section 24-555,
Schedule 3 (25 mile per hour limit), subsection (g), by adding a new item and renumbered as required:
"( ) Kahakai Boulevard, from the property line between parcels 1-5-9:09 and 1-5-9:59 and extending fifty

following private streets or portions of private streets are designated as prohibited right turn areas:
"(d) Ka`u, (1) Hawaiian Ocean View Estates Subdivision., 1. Ocean View water fill station road entering
Lehua Lane., (A) Any vehicle with a gross vehicle weight rating (GVWR) of more than ten thousand
