Kealakehe Wastewater Treatment Plant (WWTP) Upgrade and Sludge Removal — State Revolving
Fund (SRF) ($12,000,000); funds for this appropriation increase shall be provided from State

of a Landfill Gas Collection and Control System for the County's West Hawaii Sanitary Landfill at
Ptruanahulu; Fixing the Form, Denominations, and Certain Other Details of Such Bonds and
Providing for Their Sale to the Public: and Authorizes the Taking of Other Actions Relating to the
Issuance and Sale of the Bonds. AYES: Council Members Ford, Ilagan, Kanuha, Kern, Onishi,
