Your Committee on Finance, to which was referred Bill No. 160, reports as follows:
Bill No. 160, transmitted by Council Member Brenda Ford, via Communication No. 550 dated
November 26, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as
follows:
PARKS AND RECREATION
Kahuku Park Main Water Line Improvements $ 150,000

Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund—Fund Balance and/or $ 150,000
Other Sources
The proposed bill adds the Parks and Recreation Kahuku Park Main Water Line Improvements
project for $150,000 to the Capital Budget. Currently, there is no county water at the Kahuku Park
and water is being hauled for restrooms, drinking water, and irrigation. The park is in very poor
condition with no grass and is unplayable for adults and children. The community has committed to
bringing the water line across the park to the existing tank for irrigation purposes. Funds would be
used to plan and construct a main water line from Ocean View Well Number One to Kahuku Park.
Council Member Ford spoke in support of Bill No. 160. She stated the purpose for the project
addition is to get it on the bond list in the hopes that if funds become available this project could be
considered for District 6.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 160, and
recommends its passage on first reading.
