RESOLUTION
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.12. POLICE DEPARTMENT.
1. Reallocate six positions of Senior Clerk-Stenographer SR-11 to
Police Operations Clerk SR-13.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Police, Finance and Civil Service for their information.

1. Give reasons how new duties arose (statutes enacted, Ordinances ,
Newly authorized programs, basis for increased workloads , etc. ) :
Sophisticated recordkeeping for personnel and payroll has developed as police work is
modernized. Additional duties of driver's licensing and firearms registration has
become necessary for conveniece of the public in outlying country districts.
2. If reallocation, list only new duties . (Example: 1. Takes
dictation 40% ; 2. Keeps office accounts 30% , etc. ) :
Transmits and receives radio messages to and from the field; dispatches police per-
sonnel in response to complaints, reports of crimes, disturbances, accidents, emergen-
cies, and other requests for police assistance; follows up on transmitted messages to
insure receipt and understanding; transmits regular radio test calls; receives and
screens all telephone calls to obtain all information necessary for police response,
answers questions, and releases approved information; coordinates response of other
elements of the department; maintains an accurate record of the status of all police
personnel in the field, including motor patrol deployment and disposition; maintains
radio to , communicates with ambulance, fire, and Civil Defense agencies when required;55%.
Assists the Dist. Commander with administrative functions such as the annual budget

In these country districts, these clerks are the only clerical personnel assigned

POLICE OPERATIONS CLERK
Duties Summary:
Performs a variety of difficult clerical and routine administrative
work; in addition, independently operates a radio transmitter and receiver to ti
dispatch police personnel in response to complaints, emergencies and other
requests for police assistance.
Distinguishing Characteristics:
This class differs from other clerical classes in that the Police
Operations Clerk performs a variety of difficult clerical and routine
administrative work and, in addition, independently operates a radio
transmitter and receiver to dispatch police personnel in response to
complaints, emergencies and other requests for police assistance.
This class differs from Police Radio Dispatcher I in that the Police
Operations Clerk performs a variety of difficult clerical and routine
administrative work and, in addition, independently operates a radio
transmitter and receiver to dispatch police personnel in response to
complaints, emergencies and other requests for police assistance; whereas the
Police Radio Dispatcher I performs a variety of difficult clerical work in
conjunction with police communications activities and, in addition, receives
extensive training in police radio dispatching methods and procedures.
Illustrative Examples of Work:
Transmits and receives radio messages to and from the field;
dispatches police personnel in response to complaints, reports of crimes,
disturbances, accidents, emergencies and other requests for police assistance;
follows up on transmitted messages to insure receipt and understanding;
coordinates response of other elements of the department; maintains an
accurate record of the status of all police personnel in the field, including
motor patrol deployment and disposition; maintains radio log; communicates
with ambulance, fire, and civil defense agencies when required ; types and
duplicates daily police bulletin; may collect bail and issue bail receipts;
takes fingerprints and posts entries to police docket; takes and transcribes
stenographic statements from complainants, witnesses and suspects; completes
preliminary information on offense reports; prepares and completes arrest
reports; may appear in court to testify on correctness of transcription and
identity and custody of evidence; administers written examination for driver
licensing; maintains case files; may search female suspects; maintains office
records and files; reviews records and forms; receives and routes
correspondence and forms; requisitions office supplies; may supervise and
review work of others.

Minimum Qualification Requirements:
• Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and 2 years of
clerical experience which shall have included some typing and stenography and
1 year of radio telephone or dispatching experience.
Knowledge of: office practices and procedures; police operations,
methods and procedures; radio-telephone practices and procedures; purposes and
uses of standard office equipment; geography of the island of Hawaii;
principles and techniques in dealing with people.

Ability to: operate radio-telephone equipment; communicate clearly
and calmly with police personnel and the public; make sound ,decisions under
stress conditions; write clear and concise reports; take dictation and
transcribe notes accurately; understand, interpret, and explain laws,
ordinances, rules, regulations and policies of the department; operate
standard office equipment.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
