Personal Testimony in Opposition to Reso. 140-13
Kohala Kai LLC-Grant of Public Easement
Mahalo for the opportunity to share my comments. I am a member
of the South Kohala CDP, but I do not represent them today.
On July 14, 2013, a front page article in the West Hawaii Today
appeared regarding this issue. The issue was identified at the
Kawaihae subcommittee and forwarded to the CDP-AC. Time
limitations have not allowed enough time to discuss this issue.
The CDP process failed the community.
The CDP was created to provide transparency in government process,
If this issue is an example, this process has failed.
According to the developers, the Planning Director referred them
to the North Kohala CDP. The Planning Director failed to recognize
the burials inhsubdivision come from claimants in south Kohala.
The Planning Director failed the community.
The developers are nofi without fault, they had access to the
. archaeological reports. They chose not to contact the descendants
in south Kohala.
Here we are today in opposition to the Ala Loa, the Mauka-Makai
trails alignment, use of the jeep trail for personal use instead
of public access, limitations on fishing, limitations on rest-
room facilities, etc.
I recently attended a Planner' s Conference where the Mayor spoke.
The Mayor encouraged the developers and Planners to listen to the
community, incorporate their concerns. This speech failed the
South Kohala community.
I would ask that this body defer (again) any decisionmaking until
address to past practices can be amended to incorporate the
communities' concerns for their safety, their hygenic merit to
people and the envir Dnment, and assurances to the preservation on
culture, history and tradition.
