COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.13. DEPARTMENT OF LIQUOR CONTROL.
1. Delete one position of Liquor Licensing/Educational Officer SR-21.
2. Add one position of Liquor Control Investigator III SR-21.
3. Add one position of Clerk-Typist SR-8.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Liquor Control, Finance and Civil Service for their
information.

LIQUOR CONTROL INVESTIGATOR III
Duties Summary:
Supervises and participates in inspectional and investigative tasks
relative to the enforcement of liquor laws, rules and regulations; conducts
investigations regarding the issuance, transferral and renewal of liquor licenses
and permits; and performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Liquor Control Investigator I and II in
that the Liquor Control Investigator III supervises and participates in inspec-
tional and investigative tasks relative to the enforcement of liquor laws, rules
and regulations, and conducts investigations regarding the issuance, trans-
ferral and renewal of liquor licenses and permits; whereas the Liquor Control
Investigator I and II perform inspectional and investigative tasks relative to
the enforcement of liquor laws, rules and regulations.
This class differs from the Supervising Liquor Control Investigator in
that the Liquor Control Investigator III supervises and participates in inspec-
tional and investigative tasks relative to the enforcement of liquor laws, rules
and regulations, and conducts investigations regarding the issuance, trans-
ferral and renewal of liquor licenses and permits; whereas the Supervising
Liquor Control Investigator supervises and assists in planning and coordinating
activities relating to the licensing or enforcement functions of the overall
liquor law program.
Illustrative Examples of Work:
Supervises and conducts inspections and investigations relative to the
manufacture, importation and sale of intoxicating liquors; assigns and reviews
the work of a group of enforcement personnel on an assigned shift; makes special
assignments to a team of two or more positions for stakeouts, surveillance of
trouble spots and similar occasions; checks on work progress and provides
guidance, advice, instructions and assistance to subordinates as required;
participates in establishing work schedules and revises same to meet deviations
due to illnesses, vacations and special project requirements; recommends improve- -/
ments in work methods and practices; assists in training new employees; conducts
detailed investigations regarding the issuance, transferral and renewal of liquor
licenses and permits; investigates the applicant's background, character, personal
history and qualifications to determine his fitness to exercise the license
applied for; interviews the applicant and other persons to obtain necessary data
and information; reviews various records and papers to ascertain the applicant's
financial status and stability and to assure that there are no undisclosed
interests involved in the proposed business; reviews building plans of proposed
establishments, tax maps and other related documents to verify that building,
health, zoning and other requirements have been complied with; checks descrip-
tion of proposed premises, equipment and surrounding conditions for obvious

inconsistencies with licensing requirements; compiles and verifies data on
businesses, schools, churches, parks and other existing liquor establishments
in proximity to the proposed business; makes preliminary and final inspections
of premises to assure that nature and extent of proposed and final construction
are consistent; interprets, explains and clarifies applicable liquor laws and
rules, and resolves minor discrepancies with applicant; investigates possible
fraud or deception in applications and reports on same to the Liquor Commission;
reviews requests for structural alterations and changes and recommends their
approval or denial; compiles and tabulates statistical data; serves subpoenas
to witnesses and testifies before the Liquor Control Adjudication Board or in
court; prepares and submits reports; may exercise power of arrest as circumstances
warrant.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and four years of
inspectional or investigative work experience relating to the enforcement of
laws, ordinances and/or rules and regulations, two of which shall have been
in a liquor law enforcement program.
License Requirement: Possession of a valid motor vehicle operator's
license.
Knowledge of: laws, rules and regulations governing the manufacture,
importation and sale of liquors in the County of Hawaii; trade and business
practices of the wholesale and retail liquor industry; principles and techniques
of inspection and investigation applicable to the work involved; standard
methods used by business establishments for keeping records; rules of legal
evidence and laws of arrest; court procedures; functions and jurisdiction of
other enforcement agencies; principles and practices of supervision.
Ability to: interpret and explain laws, rules and regulations; meet
and deal effectively with a wide variety of people and elicit necessary informa-
tion; understand and analyze business records; gather, verify, and evaluate
facts and evidence; prepare clear and concise reports; assign, supervise and
review the work of others.
Health and Physical Condition:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
This is the first specification approved for the new class,
LIQUOR CONTROL INVESTIGATOR III.

CLERK-TYPIST
Duties Summary:
Operates a typewriter and performs a variety of clerical work in
preparing, processing and filing forms, records and similar materials in
accordance with general instructions and procedures; and performs other related
duties as required.
•
Distinguishing Characteristics:
This class differs from that of Assistant Clerk-Typist in that the
Clerk-Typist performs a variety of tasks involving referral to a number of •
different sources, executes assignments in accordance with general instructions,
accomplishes work with some use of discretion and selectiveness in deviating
from established processes and procedures, and operates a typewriter in typing
materials where improvisation as to format and arrangement of data is required;
whereas the Assistant Clerk-Typist performs routine, repetitive tasks which are
primarily procedural in nature, executes assignments in accordance with specific
instructions or clearly defined procedures, and operates a typewriter in typing
materials where guides as to format and arrangement of data are readily availa-
ble.
Illustrative Examples of Work:
•
Types letters, memoranda, reports, specifications, statements, forms
and other materials into final form from rough or corrected copy; types tabu-
lar and other materials from rough or copy where format and arrangement of data
arc not clearly indicated; cuts stencils; checks and proofreads typewritten
materials; prepares, checks and processes forms, records, reports, applications
and other documents for accuracy, completion and conformance to established
requirements; makes routine follow-ups to secure required information; determines
eligibility for and issues licenses and permits; assists the public in filling
out standard and supplementary forms; posts data to and maintains various types
of operational and control records; searches through a variety of files and
records, extracts, compiles and summarizes information, and prepares periodic
and special reports; composes routine correspondence and letters of acknowledg-
ment; sorts, arranges and files bills, invoices, applications, correspondence
and other materials; sets up and maintains files and revises system as necessary;
gives general information and resolves complaints over a counter or telephone
involving interpretation and explanation of rules, regulations, policies and
procedures and knowledge of the agency's purposes and functions; answers tele-
phone and takes or relays messages and calls; makes appointments for the staff;
greets callers and directs them to proper persons or offices; may accept cash
payments for standard fees and write out receipts; may operate standard .office
machines such as mimeograph, adding and calculating machines; may incidentally
supervise the work of others.
