The water meter mechanic is a specialty trade in which techniques and skills are learned on the job through experience. Others not familiar with this trade may break meters or produce (repair) inaccurate meters which may cost the Department assured revenue or other liabilities from complaints. New class specification HAWAII COUNTY COUNCIL POSITION INFORMATION FORM 1. Create Lead Meter Mechanic, WF09, Hilo Baseyard In summary the duties and responsibilities of this position will be: 1. To supervise, coordinate and participate in the inspection, repair and testing of a variety of water meters and fire hydrants. 2. To inspect and coordinate the repair and maintenance of the Department's fleet of vehicles. Since our last review in 1979, the number of installed services has increased nearly 20% to over 25,000; the number of fire hydrants has increased about 30% to 3,300; the Department currently maintains a fleet of 55 vehicles. The Meter Section at present consists of a Meter Mechanic and a Meter Mechanic Helper. The Meter Mechanic spends about 35% of his time coordinating the repair of vehicles and 15% repairing fire hydrants. Generally, these two activities are given priority over meter repairs; transportation is vital to our operations and non-working fire hydrants represent potential liabilities. This leaves the Meter Mechanic and the helper only about 50% of their time available for meter repairs and other assigned tasks. The meter room is full of unrepaired meters. On the average, seven (7) meters a day are brought in for repairs. The two men can repair up to 20 meters a day if no other work is assigned. However, due to other responsibilities, this expectation is unrealistic. One of our major new programs is the unaccounted water program. Part of this program calls for testing and repairing or replacing old inefficient meters (approximately 20 years or older) . The larger meters are normally tested out in the field and if parts are available, they are repaired in place. Some meters are replaced and taken back to the shop for restoration. In-house restoration of meters can result in savings to the Department over time. Rather than maintaining a higher volume of meters to cover the time it takes to gather a batch of meters for shipment back to the factory, meters can be repaired in our shop with adequate manpower. An effective meter repair crew can also provide additional revenues to the Department. Normally a meter that has been in service for 20 years will register at 80% accuracy. Our minimum acceptable level is 98% at a flow rate of 2 and 15 gallons per minute. As an example, if a customer uses 10,000 gallons per month and his meter is registering at 80% accuracy, the Department is losing $2.00 per month or $24.00 annually. With about at least 10,000 5/8" meters being over 20 years old, this represents potential additional revenues of $240,000 in the first year. With the strengthening of our meter repair section, more time can be devoted to this program to replace and restore the older and known unacceptable meters. This action will increase water resources and reduce the level of unaccounted water. On a broader scale, it will provide for greater efficiencies to the Department. Another benefit this position will provide is the relieving of other super- visory personnel who currently spend some time in coordinating, scheduling and supervising these activities. A working foreman or leadman is therefore requested for this section to coordinate, schedule, review, analyze, prepare reports and to be generally responsible for the activities in the assigned tasks of: 1) Meter testing and repairs, 2) Fire hydrant repairs, 3) Vehicle maintenance. Distinguishing Characteristics: This class differs from that of Water Meter Mechanic in that the Lead Water Meter Mechanic supervises water meter mechanics, helpers, and others, and participates in the adjusting, repairing and testing of water meters; whereas the Water Meter Mechanic performs skilled work in the adjusting, repairing and testing of water meters. Illustrative Examples of Work: Lays out, assigns and reviews the work of meter mechanics and others; checks individual work output; supervises and participates in the inspection, cleaning, repairing and testing of a variety of water meters at the baseyard or in the field; coordinates work with engineering section, cutomer section, inspectors, supervisors and public as directed; provides consumers with information on flow test procedure, cause of meter malfunction and principles of meter operation; maintains adequate supply of water meters, water meter parts, and related supplies; cares for and maintains all meter section tools, materials, equipment, measuring and testing devices; prepares, installs and conducts flow tests of water system or pumping facilities as requested; inspects, coordinates and schedules the delivery and repair of vehicles, heavy equipment and radios; makes minor repairs of gasoline, pneumatic or electrically-driven equipment or tools; maintains and upkeeps the Hilo Baseyard service station daily; may operate power equipment as requested; keeps records and prepares periodic work reports; estimates time, labor, materials, equipment and cost requirements; reads and interprets water system plans and specifications; prepares work orders and sketch plans when necessary; prepares requisitions for fire hydrant parts, meter parts and vehicle repairs; maintains meters and hydrants inventory; enforces safety practices; reviews technical operating, maintenance and parts manuals or specifications for meters, hydrants and valves; analyzes cause of meter or hydrant malfunction or test and make recommendations of findings; assists in preparation of the budget for the meter section; trains subordinates as necessary. LEAD WATER METER MECHANIC -2- Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to completion of the 8th grade and three years of experience in work involving the repair and maintenance of water meters or other recording instruments and the maintenance and repair of waterworks equipment such as fire hydrants and valves, one of which shall have involved repair and maintenance work in the central meter shop. License Requirement: Possession of a valid Hawaii State driver's license (type 3). Knowledge of: methods, tools, equipment parts and materials used in testing and repairing water meters; principles underlying the operation and construction of water meters; hydraulics as it relates to flow rate and water pressure; safety precautions applicable to the trade. Ability to: perform skilled inspection, repair, maintenance, testing, adjusting and installation of all types of meters used in water systems; demonstrate proper work methods and set the pace; operate tools and equipment used in repair and testing of meters; keep accurate records of meters and parts; give and follow oral and written instructions; assign, review and supervise the work of others; encourage safety practices and enforce safety rules; maintain harmony in work relationships among others. Physical Requirement: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
