Plans & Operations Officer Give reasons how newc-duties arose (statutes enacted, Ordinances, Newly authorized programs, basis for increased workloads, etc. ) : The office of Civil Defense is mandated responsibilities of disaster preparedness and response as outlined in the County of Hawaii Plan, for Emergency Preparedness, which was adopted in 1978. The responsibilities mandated, and the unfortunate series of natural and manmade disasters in the past few years, have developed a situation where the work- load cannot be accomplished with the present setup and manpower. The servicing of east and west Hawaii, especially in disaster preparedness assistance to the private sectors, has suffered due to the shortage of manpower. Increase of responsibilities, along with the increase of hotels and condominiums, has critically affected the ability of this agency to meet its public safety responsibilities. 2. Distinguishing Characteristics: This class differs from that of Civil Defense Logistics and Supply Officer in that the Civil :.iefense Plans and Operations Officer is responsible for developing and maintaining organizational, functional and operational plans in civil defense operations and the coordination of overall training activities for the Hawaii Civil Defense _.gency; whereas the Civil Defense Logistics and Supply Officer is concerned with the planning, organizing, and coordinating the economic stabilization program in accordance with the general requirements and standards of the Federal Civil Defense _gency. Examples of Duties: Formulates and maintains plans for the organization and functioning of the Hawaii Civil Defense Agency in civil defense and disaster operations; formulates and administers training plans to fit personnel of the agency for performance of their civil defense duties; prepares and maintains operational survival plans to best in- sure survival of the County and its population under enemy attack conditions; coope- rates with the State Civil Defense Agency in carrying out organization and training directives for the conduct of civil defense disaster operations in the County including operational survival plans applicable to enemy attack conditions; during disaster operations, operating under the Administrator, translate decisions of the Deputy Director of the County in operational matters into operation orders; prepares, issues and supervises the execution of operational matters; exercises primary staff responsibility for coordination of evacuation and relocation of persons, including mobile support operations and warden services; coordinates warning and communication services; prepares plans, outlines actions, develops situations and scenarios for such national and State civil defense exercises as may be scheduled; coordinates all activities with the State Civil Defense %.gency; supervises the conduct of exercises within the County; evaluates results and conducts critiques; maintains liaison with other cooperating agencies to insure that civil defense planning and training are properly coordinated; attends and participates in high level staff meetings and conferences. CIVIL DEFENSE PLANS AND OPERATIONS OFFICER -2- 2:27.l Minimum Qualification :requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in public administration, business administration or a related field and four years of work experience in administration, training, or a related field of which two years shall have involved work in planning and developing a training program. Knowledge of: Civilian defense laws; Federal and State legislation affecting civilian defense administration at the County level; geographic and topo- graphic features of the Hawaiian Islands; principles and objectives of employee train- ing; problems involved in the operations and training of personnel to meet emergency conditions; public relations. Ability to: Coordinate activities of large numbers of volunteers and organizations affected by civilian defense; supervise and coordinate the training of a large number of volunteers to cope with emergency situations; act decisively in emergencies; speak effectively and maintain cooperative working relationships with members of other agencies. Health and Physical Condition: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper for performance of the duties.
