HomeMy WebLinkAboutRES 205 Draft 01 1984-1988 r_ - J COUNTY OF HAWAII STATE OF HAWAII RESOLUTION WHEREAS, pursuant to County Charter Section 3-14 interim amendments to the Salary Ordinance may be by resolution; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Salary Ordinance is hereby amended for the following department: CONTRACTUAL/EXEMPT POSITIONS (Page 38) SECTION 8.02 (d) . MASS TRANSPORTATION AGENCY. OFFICE OF THE MAYOR. 1. Reallocate one position of Transit Operations Manager SR-24 to Transit Operations Administrator SR-26. (Note: Upon approval of exclusion of position by the Hawaii Labor Relations Board, position to be converted to Transit Operations Administrator EM-3.) BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the departments of Mass Transportation Agency, Finance and Civil Service for their information. List other rationale or pertinent statements and data: Reallocation is part of a reorganization within the Mass Transportation Agency which will provide for the Transit Operations Manager and Mass Transit Assistant to spend more time in the administrative and planning aspect of the program which results to a much more effective program development. Distinguishing Characteristics: This class is distinguished by its responsibility for supervising, directing and managing the daily operations and activities of mass transportation in the County of Hawaii. Illustrative Examples of Work: Plans, directs and coordinates equipment maintenance scheduling, driver vehicle assignments and mechanics' work scheduling and assignments; maintains inventory of parts and supplies; insures that PUC requirements are followed; plans and implements safety and training programs; develops and implements a preventive maintenance program for equipment ; resolves complaints from public on transit problems; develops an equipment rental and replacement program; recommends new equipment purchases; assists Deputy Managing Director in implementing transit policies and goals; prepares operating budget; administers State and Federal transit grants; conducts studies on proposed and existing routes and programs to determine cost effectiveness, feasibility and efficiency; designs contract specifications and monitors performance of contractors; coordinates the transit marketing and advertising programs; structures bus fare rates and monitors and adjusts rates in conformance with Council mandates; develops and implements program to comply with Federal DOT 504 regulations and para-transit program; reviews and analyzes work progress; and prepares reports. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business, public administration or a related field and 3 years of experience in budgeting, management analysis or related administrative work, one of which shall have been in work involving mass transportation. Knowledge of: principles and practices of budget administration; research methods and techniques; principles and practices of supervision; public relations; basic governmental processes and functions. TRANSIT OPERATIONS MANAGER -2- Ability to: plan, organize and coordinate activities; obtain, analyze and evaluate facts; compile and summarize operational, statistical and financial data; prepare complete and concise reports; serve effectively in a liaison and coordinative capacity; keep records. Distinguishing Characteristics: This class is responsible for serving as head of the Mass Transportation Agency for the County of Hawaii, and for supervising its operations and activities. Illustrative Examples of Work: Plans, directs and coordinates equipment maintenance scheduling, driver vehicle assignments, mechanic's work schedules and assignments; purchases and maintains a bus parts inventory and supply; ensures that State motor carrier safety requirements and County safety programs are followed; develops and maintains a preventive maintenance program for all buses; investigates transit problems and public complaints; determines requirement for new equipment purchases; monitors and reviews contractor's performance; develops operating standards and procedures; monitors bus fare collections and other revenues; prepares operating budget; administers receipt of Federal and State grants; collects and compiles transit data and monitors routes for program effectiveness and efficiency; develops promotional marketing efforts to increase ridership and generate additional revenues; coordinates program with other transportation agencies within the public and private sector; provides information to the general public of routes, schedules and other services. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business administration, public administration, economics or a related field and 4 years of work experience in a mass transit program, one of which shall have been in an administrative or supervisory capacity. TRANSIT OPERATIONS ADMINISTRATOR -2- License Requirement: Possession of a valid Hawaii State driver's license (type 3). Knowledge of : State and County regulations pertaining to public carriers; general principles and practices used in business administration; procedures used in dealing with the public and dissemination of information; principles and practices of supervision; report writing; inspectional and investigative practices and techniques. Ability to: interpret and administer departmental and county policies, rules and regulations relating to public carriers; deal tactfully and effectively with the public; supervise the work of others.
