RESOLUTION
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.05. PLANNING DEPARTMENT
1. Add one position of Planner V SR-24.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Planning, Finance and Civil Service for their
information.

Newly authorized programs, basis for increased workloads, etc. ) :
The development activity in Vest Hawaii (South Kona-forth I:ohala)
represents the majority of the County' s d'evelonment related activity.
?Further, the increasing level of development in Vest Hawaii exceeds
historical levels . These factors have increased -the Planning, Denart-
ment ' s workload as it relates to both the nrovision of FlanninD Denart-
ment services in general and in particular in Nest Hawaii .

dictation 40%; 2. Keeps office accounts 30%, etc. ) :

The new position would consolidate services 'provided to T'-est Hawaii
thru several : ositions. These services include: nrovidinc- basic
nlannint information, assistinc; the rublic in the ner_aittinc and land
• use annroval process , processing annlications, reviewing clans
submitted for elan annroval, processing variances , preparing

recommendations to and making presentations to the Planning Commission,
coordinating the activities of the Kailua Village Design Commission,
coordinating the aforementioned activities within the Department
and with other departments, and carrying out the other tasks assigned
by the Planning Director.

were manpower needs not planned through budgetary process?
The new position is budgeted in the operating budget .

For the past 15 months , the Planning Department has assigned a
staff planner to service the County 's West Hawaii Service Office
on a one-day-a-week basis . The demand for the Planning
Department is reflected in the following data:

PLANNER .x:g1
Duties Summary:
Does professional work in developing County planning projects;
coordinates and assembles data and evaluates the specialized features of planning
projects; prepares reports and recommendations; and performs other related duties
as required.
Distinguishing Characteristics:
This class differs from that of Planner 17in that the Planner III'
performs responsible work in the development, analysis and completion of assigned
planning projects; whereas the Planner Ilassists in the development of County
planning projects and may have responsibility for minor projects or phases of
major projects.
Illustrative Examples of Work:
Does office planning and engineering, and field survey work in
connection with the development and maintenance of a General Plan, including
street and highway systems, layout of public utilities, recreation and school
facilities; supervises and participates in the preparation of maps, charts,
preliminary designs and layouts for off-street parking, utilities, street
systems, civic center and public building areas, school sites, recreation areas,
drainage and sewerage systems, and transportation routes; prepares plans and
details, including cost estimates; conducts land use studies including
governmental, public utility, school and recreational usages, and designating
building types, locations and layouts; makes studies and reports relating to
zoning, including zoning district classifications, area requirements, height
limitations, spacing requirements, land and building utilization standards; may
process and investigate zoning violation cases; performs related research
studies such as social and economic conditions, population density, transporta-
tion facilities and land utilization.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from an accredited college or university
with specialization in city planning, architecture, engineering, economics,
sociology, public administration or a related field and 4 years of professional
work experience in architecture, engineering or socio-economic research, 2 of
• which shall have been in city planning or related planning activities.
Knowledge of: the principles, practices, purposes, scope and techniques
of the various phases of city planning; trends in Federal, State and local
planning as they affect city planning; research methodology and statistical
procedures; principles and practices of research and sources and uses of socio-

Ability to: translate ideas and recommendations into plans and
drawings which are in conformance with laws and regulations, with the General
Plan, and with the best social, economic, and public interest utilization;
collect, analyze, and interpret data pertaining to planning and zoning
situations, and make effective decisions and recommendations from these data;
speak effectively to individuals and to groups, and conduct investigations and
meetings with property owners]

Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
