COUNTY OF HAWAII STATE OF HAWAII
RESOLUTION
WHEREAS, due to the more stringent standards now being required
by the State Department of Transportation (DOT) with regards to safety
inspections and the certification of motor vehicles , it has been
alleged that the cost of said inspections and certificates would now
cost car owners anywhere from $25 to $42 per inspection; and
WHEREAS, the rationale for the DOT' s amendments has not been
articulated sufficiently and consequently has not been justified to
the vast majority of the public as to its merits ; and
WHEREAS, there is no demonstrated data which supports that annual
or semi-annual inspections would reduce auto accidents, would increase
the safety factor , or would improve the driving skills of the
operators .
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it endorses a re-evaluation by the Department of
Transportation of its regulations governing the issuance of the motor
vehicle inspection certificates to justify the imposition of new
standards which became effective August 22, 1986 .
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
instructed to transmit true copies of this resolution to Governor
George R. Ariyoshi ; Senate President Richard S. H. Wong ; House Speaker
Henry H. Peters ; Director of the Department of Transportation Wayne J.
Yamasaki , and Advisor William T. Carse , of the Third Silver
Legislature .

RE: MOTOR VEHICLE INSPECTION RESOLUTION
As directed by Chairman S. K. Yamashiro at the council meeting
held on October 15 , 1986 , attached is the resolution
incorporating most of the intentions presented by Mr . William
Carse, Advisor of the Third Silver Legislature, in reference to
their request for the Department of Transportation to review
and justify these amendments to the motor vehicle inspection
certification procedure .
