RESOLUTION No. 216 S6
WHEREAS, on August 15 , 1986 , Senator Spark M. Matsunaga
introduced legislation which will require the U. S. Department of
the Interior to conduct a study to determine the appropriate minimum
altitude for aircraft flying over national parks; and
WHEREAS, this request is timely, in light of the recent fatal
mid-air collision this past June at the Grand Canyon National Park
and the growing concerns that the peaceful atmosphere of our
national parks and residential developments is being increasingly
disturbed by the roar of helicopters and fixed-wing aircraft flying
at low altitudes; and
WHEREAS, Senator Matsunaga indicated that this report which
will be made to the U. S. Congress will include research on types of
aircraft traffic and their impact upon the resources of various
parks , including the Hawaii Volcanoes and the Haleakala National
Parks, which have heavy overflight experiences; and
WHEREAS, each year , millions of Americans and visitors from
around the world come to enjoy the splendor and the facilities of
our beautiful national parks at great expense , and are deserving of
a safe and peaceful stay for the duration of their visit.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports the proposed legislation which will require
that the U. S. Department of the Interior conduct a study to
determine the appropriate minimum altitude for aircraft flying over
our national parks .

BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
is instructed to transmit copies of this resolution to Senators
Spark M. Matsunaga and Daniel K. Inouye, U. S. Representative
Daniel K. Akaka, and the the U. S. Department of the Interior .
