RESOLUTION No. 215 (J$
WHEREAS, Act 78, approved by the Governor on April 22, 1986,
allows for the designation of enterprise zones to stimulate
commercial activity in economically depressed areas of the State by
providing certain benefits , such as tax incentives to businesses
established in such zones ; and
WHEREAS, Act 78 provides that the governing body of any county
may submit a written application to the Department of Planning and
Economic Development to have an area declared to be an enterprise
zone; and
WHEREAS, in order to qualify for designation as an enterprise
zone, 25 percent or more of the population of the area must have
incomes below eighty percent of the median income of the county or
have an unemployment rate 1. 5 times the state average; and
WHEREAS, the counties may propose local incentives for
enterprise zones, including but not limited to reduction of permit
fees , user fees , or real property taxes or make provisions for
regulatory flexibility.
WHEREAS, Downtown Hilo has already been deemed as an area in
need of economic revitilization and its designation as an enterprise
zone may prove to enhance this effort .

NOW , THEREFORE , BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it requests the Administration to pursue the designation
of' the Downtown Hilo area as an enterprise zone.
BE IT FURTHER RESOLVED THAT THE Administration is directed to
evaluate and recommend to the Council possible incentives for
enterprise zones within the County of Hawaii .
BE IT FURTHER RESOLVED that the Clerk of' the County of Hawaii
transmit a copy of this resolution to the Honorable Dante K .
Carpenter, Mayor, County of Hawaii , Mr. Lono Lyman, Planning
Director, Mr. Dennis Yamamoto, Director, Department of' Research and
Development , Hawaii Redevelopment Agency , Hilo Main Street , Downtown
Improvement Association, and Mr. Kent Keith, Director, Department of
Planning and Economic Development .
