SUBJECT: Regarding the appointment of a member from the Hawai`i State
Association of Counties Executive Committee to the National Association
of Counties Board of Directors.
The attached memo transmits the appointment of a member from the Hawai`i State
Association of Counties Executive Committee to the National Association of Counties
Board of Directors.
This appointment will require ratification from all four county councils. Due to the time
constraints I am requesting a waiver from the appropriate committee and for this to be
placed on the agenda of the January 8, 2014, session of the Hawai`i County Council.

SUBJECT: NACo BOARD OF DIRECTORS VACANCY
Article VI of the National Association of Counties ("NACo") Bylaws allows for
Hawaii to have two Directors serving on its Board of Directors.
Councilmember Gary L. Hooser recently resigned as a Director, whereby creating
a vacancy on the NACo Board of Directors. The NACo Bylaws state that a vacant
position may be filled for the remainder of unexpired term.
It is important that this position be filled soon. Section 5A of the HSAC Bylaws
requires that all four Councils approve of an appointment to the Board of Directors.
May I please request that your Council, at its next available meeting, consider
approving Councilmember and HSAC President Mel Rapozo to fill the vacant position
for the remainder of the term.

RE: Communication No. 593 : Regarding the appointment of a member from the
Hawai`i State Association of Counties Executive Committee to the National Association of
Counties Board of Directors.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.
