Aloha,
While I am not a farmer, I have resided in North Hawaii for nearly 42 years
and have been following the GMO issue as best I can. w 3n

The `precautionary principle' is a pendulum that swings 2 ways. _
If it is to be applied to denying something (GMO) until it is proven w
harmless then, too, it must be applied to approving something (GMO) ?
until it is proven harmful.

In the matter before you (Bill 113 Draft#3), it is apparent that the harmful/ o
harmless issue above has not been resolved. Taking any action without
further study is an illogical move for the Council at this time.
For the Council to appoint a Task Force panel of both stakeholders and
scientifically GMO-knowledgeable persons is the logical action step for
the Council to now take. And this step must be taken now, before any
further action is taken on Bill 113 Draft#3.
Thank you for consideration of my testimony.
