Through this email,I express support for Bill 156(Draft 2)on its final reading. On January 8,2014,please vote in favor of two very important bond
amendments which will come before you. Our Puna community and its rapidly increasing population need quality recreational space. Council
Member Ilagan's preliminary efforts to create this type of infrastructure within Pohoiki Beach Park and Hawaiian Paradise Park should receive the
backing of the Hawai'i County Council.
Within the Puna District,we have limited,safe access to the ocean. Hawaii County should support the expenditure of$40,000 to fund a feasibility
study and the preliminary planning to develop a safe swimming area at Pohoiki Beach Park which may include dredging out an area along the
shoreline.
For reasons known to many dating back to territorial times,the fractured politics in Puna has led to many substandard subdivisions.Hawaiian Paradise
Park is a glaring example. While acknowledging history,particularly the recent work of people in and out of county government in their unsuccessful
efforts to create a community park in Hawaiian Paradise Park,positive perseverance in the present can reverse errors of the past. Approximately
twelve thousand people live in Hawaiian Paradise Park. Add to that number the thousands of people who annually come from within Puna and
throughout our Hawaii Island as well as visitors from around the world to appreciate the natural beauty of the HPP shoreline, No thoughtfully
developed community parkland exists in Hawaiian Paradise Park for the recreation and enjoyment of these thousands of people. To assist in the
correction of this inadequacy,Hawaii County Council's$300,000 support is critical for site investigation,master planning and preliminary design of a
new community park for Puna in the Hawaiian Paradise Park subdivision.
One additional consideration of support is requested. I ask you as colleagues of Council Member Ilagan to support his efforts to create a broad sense of
community within his Puna Makai District. In this area euphemistically known as the Wild West,he moves forward in this overwhelming task by
taking thoughtful,measured steps,engaging people within the very diverse range of interests while fostering a sense of people working together. The
Hawaii County Council's support for Council Member Ilagan will reach far beyond the expenditure of$340,000. His successes in Puna will radiate out
to our entire island.
