Your Committee on Finance, to which was referred Resolution No. 261-14, reports as follows:
Resolution No. 261-14, transmitted by Finance Director Nancy Crawford via Communication No. 580,
dated December 18, 2013, authorizes the Office of the Mayor to enter into an agreement with the U.S.
Fish and Wildlife Service, pursuant to HRS 46-7, to support wildland and structural firefighting
services within the Big Island National Wildlife refuge complex.
The Memorandum of Understanding (MOU) identifies the terms and conditions for firefighting
services provided by the Hawai`i Fire Department and the U.S. Fish and Wildlife Service in the refuge
complex, which includes the Hakalau Forest and Kona Forest National Wildlife Reserves. The MOU
would expire on December 31, 2019.
Fire Chief Darren Rosario appeared before Your Committee for questions. He stated that the U.S. Fish
and Wildlife Service, Big Island National Wildlife Reserve has been a great asset to the fire
department's firefighting efforts off of Mana Road in Mauna Kea. They have provided access to their
water supply as well as their housing complex. He expressed his thanks and appreciation to the State
Division of Wildlife and the U.S. Fish and Wildlife Service for collaborating with the County on the
MOU agreement.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the Federal or State governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 261-14, and
recommends its adoption.
