Your Committee on Finance, to which was referred Bill No. 166, reports as follows:
Bill No. 166, transmitted by Council Member Greggor Ilagan, via Communication No. 571 dated
December 12, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as
follows:
PARKS AND RECREATION
Hawaiian Paradise Park, Community Park $300,000

Funds for this appropriation increase shall be provided from:
General Obligation Bonds, Capital Projects Fund - Fund Balance $300,000
and/or Other Sources
The proposed bill adds the Parks and Recreation Hawaiian Paradise Park, Community Park project
for $300,000 to the Capital Budget. Funds would be used for site investigation, master planning
and preliminary design.
Council Member Ilagan spoke in support of Bill No. 166. On behalf of his constituents, he stated
that the two closest County park facilities available to the community are nine miles either way of
Paradise Park. One is a park in Pahoa, where some constituents may have to cross the intersection
of Maku`u Drive and Highway 130, considered to be one of three most dangerous intersections
according to the State Highways report; and, the other, a park in Kea'au which is in the opposite
direction. Mr. Ilagan provided that there are approximately 8,800 lots in Hawaiian Paradise Park
Subdivision with a population of over 12,000 people. He stressed that the children of Puna need a
safe place to gather instead of playing on the substandard dirt roads of Hawaiian Paradise Park.
Council Member Kern also spoke in support of Bill No. 166 and noted that Hawaiian Paradise Park
is the second largest subdivision in the U.S.

Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 166, and
recommends its passage on first reading.
