No. 582/Bill No. 172 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 172, reports as follows: <br /> Bill No. 172, transmitted by Finance Director Nancy Crawford, via Communication No. 582 dated <br /> December 18, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements <br /> and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as <br /> follows: <br /> PUBLIC WORKS <br /> Ainaloa Boulevard Shoulder Improvements - County $86,000 <br /> (110.388.5380.06) <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligations Bonds, Capital Projects Fund - Fund Balance $86,000 <br /> and/or Other Sources <br /> The proposed bill adds the Public Works, Ainaloa Boulevard Shoulder Improvements - County <br /> project for $86,000 to the Capital Budget. Funds would be used for construction of asphalt <br /> shoulders along the roadway. <br /> Council Member Kern and Ilagan spoke in support of Bill No. 172. Both gentlemen stated there is <br /> need for a safer walking area on the Ainaloa Boulevard shoulder. Mr. Ilagan added that if Highway <br /> 130 was closed in an emergency evacuation, Ainaola Boulevard would be the emergency route used <br /> by the public to evacuate. <br /> Public Works Deputy Director Brandon Gonzales appeared before Your Committee for questions. <br /> He stated a portion of the road currently has a shoulder with berms; however, this project will <br /> continue the shoulder to be consistent with the existing shoulder and will provide a safer quality of <br /> life for the community. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br /> for that year with a two-thirds vote. <br /> FC Report No. 122 <br />
