Your Committee on Finance, to which was referred Bill No. 172, reports as follows:
Bill No. 172, transmitted by Finance Director Nancy Crawford, via Communication No. 582 dated
December 18, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as
follows:
PUBLIC WORKS
Ainaloa Boulevard Shoulder Improvements - County $86,000

Funds for this appropriation increase shall be provided from:
General Obligations Bonds, Capital Projects Fund - Fund Balance $86,000
and/or Other Sources
The proposed bill adds the Public Works, Ainaloa Boulevard Shoulder Improvements - County
project for $86,000 to the Capital Budget. Funds would be used for construction of asphalt
shoulders along the roadway.
Council Member Kern and Ilagan spoke in support of Bill No. 172. Both gentlemen stated there is
need for a safer walking area on the Ainaloa Boulevard shoulder. Mr. Ilagan added that if Highway
130 was closed in an emergency evacuation, Ainaola Boulevard would be the emergency route used
by the public to evacuate.
Public Works Deputy Director Brandon Gonzales appeared before Your Committee for questions.
He stated a portion of the road currently has a shoulder with berms; however, this project will
continue the shoulder to be consistent with the existing shoulder and will provide a safer quality of
life for the community.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 172, and
recommends its passage on first reading.
