No. 583/Bill No. 173 PLACE: Council Chambers Hilo, Hawai`i TIME: 2:30 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 172, reports as follows: Bill No. 173, transmitted by Finance Director Nancy Crawford, via Communication No. 583 dated December 18, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as follows: PUBLIC WORKS Puna CDP Roads Projects—County $400,000 (110.388.5380.07) Funds for this appropriation increase shall be provided from: General Obligations Bonds, Capital Projects Fund - Fund Balance $400,000 and/or Other Sources The proposed bill adds the Public Works Puna Community Development Plan (PCDP) Road Projects - County project for $400,000 to the Capital Budget. Funds would be used to plan, design, or construct projects described in the PCDP. Council Member Ilagan spoke in support of Bill No. 173; however, he questioned how this project came together to be brought before council. Mr. Ilagan brought forth his concerns, and the concerns of the Hawaiian Paradise Park community regarding the Puna Makai Alternative Route (PMAR). The biggest concern is where it will be built and the cost to construct it. Council Member Kern also spoke in support of Bill No. 173 and expressed his thanks to the Public Works Department in their efforts to help improve the community's quality of life. Public Works Deputy Director Brandon Gonzales appeared before Your Committee and explained that this project is the result of the monthly meetings with Council Member Kern and Ilagan with the Public Works Department; the needs of the community; and the desire for connectivity between subdivisions. The CDP process has identified a section for conservation and connectivity; therefore, Public Works can provide funding for various road projects. FC Report No. 123 FC-123 Page 2 January 7, 2014 Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that year with a two-thirds vote.
