SUBJECT: Testimony on An Ordinance Amending Chapter 25, Article 2, Division 4,
Section 25-2-42 of the Hawai'i County Code 1983 (2005 Edition, as
Amended) Relating to Site Visits for Change of Zoning District Applications
(BILL 179)
Thank you for the opportunity to provide testimony on the above referenced proposed bill.
The department's long standing practice for purposes of orienting Planning Commissioners is to
conduct site inspections for every application which require consideration by the Planning
Commission. This does not only include Zoning Amendment applications, but every application
for General Plan Amendment, State Land Use Boundary Amendment, Use Permit, Special
Permit, Shoreline Setback Variance, Special Management Area Use Permit, Project District,
Agricultural Project District, and any amendment to previously approved permit or land use
entitlement.
In addition to the required information provided in the specific application itself, and based on
the information derived from the site inspection, staff provides a detailed Powerpoint
presentation in graphic and pictorial format to thoroughly orient the Commissioners as to
directional orientation relative to surrounding landmarks and features; applicable land use
designations; and specific characteristics of the subject property.
The results of the site inspection obviously provides a critical component in the decision making
process to support or not support the proposed application in the recommendation that is
presented to the Commission.
Inasmuch, as the intent of proposed Bill 179 is already the practice of the department,the bill is
clearly redundant and if passed out for formal consideration by the Planning Commissions that
will be the department's recommendation to them. J` 9 5, /
