Re: Resolution Accepting Donation
Enclosed is a resolution accepting a donation of fifty tons of hydrated lime to the Department of
Environmental Management's Wastewater Division from the U.S. Army, Engineer Research and
Development Center Construction Engineering Research Laboratory. This material is commonly
used at the Kula`imano and Papa`ikou wastewater treatement plants to contol pH levels.
The Department of Environmental Management requests that this resolution be waived from
Committee and be placed on the February 5, 2014 Council Agenda. If there are any questions,

A. REQUEST:
Authorization to accept hydrated lime at no cost for use at County Wastewater Treatment Facilities.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A surplus of Slag and Hydrated Lime & Soda Ash owned by the U.S. Army, Engineer Research and
Development Center Construction Engineering Research Laboratory (ERDC) is currently stored at the
Pohakuloa Training Area (PTA). These materials are the result of the ERDC's unfinished road project in
2013. The ERDC is finding it necessary to remove these materials from the PTA facility and is making it
available to the County at no charge. The materials have certifications and are stored in one-ton sacks on
pallets and covered by heavy duty tarpaulins. Any surplus materials that are not removed will likely be
disposed of at the County Landfill in West Hawai'i.
Hydrated Lime is commonly used at the Kula`imano and Papa`ikou Wastewater Treatment Plants. It helps
with facilitating the treatment process by controlling the pH level of the wastewater. The County Wastewater
Division (WWD) visually inspected the materials and it is in acceptable condition. The WWD is interested in
accepting 50 tons of the Hydrated Lime from the U.S. Army. The WWD has the ability to store this quantity
of material and to protect it from the environment. On average, the WWD uses 25 tons of Hydrated Lime per
year at a cost of approximately $14,000. There would be a cost savings of $14,000 per year to the WWD if
they were to utilize the materials offered free of charge by the ERDC.
The Department of Environmental Management recommends acceptance of 50 tons of Hydrated Lime which
would save the WWD approximately $28,000 over a 2 year period. In doing so, this will also help to keep
this material out of the landfill which supports the County's goal of reducing material to the landfill.
We are requesting that this request be waived out of committee to council to enable us to begin utilizing the
cost savings.

RE: Resolution No.28° 14 : A Resolution Authorizing the Acceptance of the Donation of
Surplus Hydrated Lime from the U.S. Army, Engineer Research and Development Center
Construction Engineering Research Laboratory to the Department of Environmental
Management.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
