RESOLUTION NO. 277 14
A RESOLUTION URGING THE STATE DEPARTMENT OF TRANSPORTATION TO
PROVIDE MATCHING FUNDS FOR THE PLANNING, DESIGN, AND
CONSTRUCTION OF A PARKING LOT AND A STUDENT DROP-OFF/PICK-UP
FACILITY AT HONOKA`A ELEMENTARY SCHOOL.
WHEREAS, Honoka`a Elementary School has insufficient parking and lacks a safe
student drop-off/pick-up facility; and
WHEREAS, the community has voiced its concerns over public safety issues, traffic
congestion, and the need for parking and access improvements at Honoka`a Elementary School;
and
WHEREAS, the General Plan, Hamakua Community Development Plan, and Honoka`a
Business Association all recognize the need to reduce traffic between Honoka`a High School and
Honoka`a Elementary School (on Pakalana Street) for safety purposes and also to provide
adequate parking for the schools and for the future expansion of Honoka`a Park, as well as an
adequate student drop-off/pick-up facility; and
WHEREAS, the construction of a new parking lot at Honoka`a Elementary School will
include a covered sidewalk for the students, and it will be a shared parking lot with the adjacent
Honoka`a Park, as shown in Exhibit A; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby urges both the State Department of Transportation and the County Department of Public
Works to work together to provide matching funds for the planning, design, and construction of a
parking lot and a student drop-off/pick-up facility at Honoka`a Elementary School.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Governor of the State of Hawai`i, the Director of the State
Department of Transportation, the Superintendent of the Department of Education, the
Honorable Representative Mark Nakashima, the Honorable Mayor of the County of Hawai`i, the
Hawai`i County Director of Public Works, the Hawai`i County Chief of Police, and the Principal
of Honoka`a Elementary School.
