Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating an additional
$394,441 into the Office of Housing and Community Development's HOME Investment
Partnerships program ($150,056) and prior year HOME funds ($244,385). This appropriation
reflects the reallocation of Program Year (PY) 2011 and prior years' HOME funds from the
County of Maui to the County of Hawai`i by the State's Hawai`i Housing Finance and
Development Corporation(HHFDC). Also enclosed is a resolution authorizing the Mayor to enter
into an agreement with the Hawai`i Housing Finance and Development Corporation in order to
accept these funds.
The Office of Housing and Community Development indicates that the funds will be used to install
a photovoltaic (PV) system in the Mohouli Heights Senior Neighborhood Project which will
consist of 60 one bedroom, one bath units for the elderly, located in Hilo, Hawai`i.
The Office of Housing and Community Development (OHCD) requests that this bill be waived
from the Finance Committee and be placed on the February 5, 2014 Council agenda in order to
meet spending deadline criteria. If there are any questions,please do not hesitate to call Noel

A. REQUEST:
Requesting a bill for an ordinance to appropriate $394,441 for the Program Year(PY) 2011 HOME
Investment Partnerships Program (HOME) ($150,056) and prior years' HOME funds ($244,385) to fund the
following activity:
Mohouli Heights Senior Neighborhood Project- $394,441
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation reflects the re-allocation of PY11 HOME funds and prior years' HOME funds from the
County of Maui to the County of Hawaii by the State Hawai'i Housing Finance and Development
Corporation (HHFDC). The HHFDC allocated PY11 HOME funds of$150,056 and prior years' HOME funds
of$244,385 to the County of Maui for a Community Housing Development Organization (CHDO)eligible
activity. As the County of Maui was unable to utilize these CHDO funds, HHFDC reviewed the potential use
of CHDO funds with the two remaining State Recipients. It was determined that the State Recipient for the
County of Hawaii has the capacity to utilize the CHDO funds for eligible activities within the required
expenditure deadlines. These funds will be utilized to install a photovoltaic (PV) system in the Mohouli
Heights Senior Neighborhood Project which will consist of 60 one bedroom, one bath units for the elderly
located in Hilo, Hawaii. By installing a PV system it will make the project more affordable to the senior's as
it will reduce their utility expenses.
The Office of Housing and Community Development (OHCD) request that this ordinance be waived from the
Finance Committee and proceed directly for Council's review to help expedite expending the funds.
$92,199.00 must be expended by August 30, 2014.

RE: Resolution No. 282-14 : Resolution Authorizing the Office of the Mayor of the
County of Hawai`i to Execute a First Amendment to the FY2012 Home State Recipient
Agreement with the State of Hawai`i Department of Business, Economic Development and
Tourism, Hawaii Housing Finance and Development Corporation, Pursuant to HRS 46-7, for
the Installation of a Photovoltaic System in the Mohouli Heights Senior Neighborhood
Project.; and
Bill No. 190 : An Ordinance to Amend Ordinance No. 13-65, as Amended, the
Operating Budget for the County of Hawai`i for the Fiscal Year ending June 30 2014.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i,
this written request is submitted with my approval that the above-referenced matter be waived from
the Committee on Finance to the full Council for immediate action. In reviewing this matter,timely
approval is crucial. It is therefore advantageous that approval is granted and the matter be placed
onto the next Council agenda for review. However, in the event this request is denied, for whatever
reason, I understand the matter shall be referred to the Committee on Finance for placement on its
future agenda.
