Dear Chairman Yoshimoto and Council Members:
It is my pleasure to inform you that I have nominated Mr. Delan A. Perry of Council
District 4, to the County of Hawai'i Cost of Government Commission. Mr. Perry is a
lifelong resident of Hawai'i. He is a former member of the County of Hawai'i Water
Board. Mr. Perry is presently the Farm Manager of Volcano Isle Fruit Company, Inc.,
and the Manager of the Kinoole Farmers' Market.
Mr. Perry is the president of the Hilo County Farm Bureau. He is a board member of
the Hawai'i Papaya Industry Association, and a member of the Big Island Farm Bureau
and the Big Island Banana Growers Association. Mr. Perry states that he is a
Democrat. If confirmed he will serve a term to end eleven months after confirmation.

RE: Communication No. 637 : Nomination of Mr. Delan A. Perry of Council District 4, to
the County of Hawai`i Cost of Government Commission.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
