See the following section that discusses the surveys in more detail. ✓ Data Processing Division provided significant advice and assistance to County organizations as they prepare for the Year 2000. ✓ County departments and agencies were advised to budget for any remaining Y2K related needs requiring funding in the first half of next fiscal year (FY 1999 -2000) to ensure readiness before the turn of the century. ✓ Year 2000 compliance terminology was provided to all County organizations for insertion into bid specifications, purchase orders, purchase contracts, warranties, consultant contracts, and other documents where needed to ensure that any purchases made will carry the County into the next century. ✓ Departments and agencies began sending the County's Y2K Readiness Questionnaire forms to outside vendors and government organizations that provide products. services, and support related to computer systems and applications, information technology. and other products used by the County that could be impacted by the Y2K issue. ✓ Responses were provided to numerous outside businesses and individuals requesting information pertaining to the County's Y2K plans and status. These included letters, completed surveys, phone calls, and Internet e-mail as appropriate. ✓ A methodology and set of tables were developed to enable establishment of checkpoints and ongoing Y2K compliance monitoring and simplified progress reporting on an objective level for the County's Y2K project. ✓ The Housing & Community Development agency began installing their Y2K compliant Windows NT LAN computer system to replace its Novell LAN systems. This project will utilize federal funding. I ' O O ✓ Scheduling of final Y2K validation and data flow testing for the custom written applications that run on the County's central Wang computer system and supported internally by the County Data Processing Division was completed. ✓ Final Y2K validation testing was completed for the following critical applications running on the County's central Wang computer system: Payroll System Manual Warrant Processing for the Payroll System Manual Warrant Processing for the Accounting System Sewer Billing System Inventory Control /Fixed Asset System Cemetery Plots Management System Dog Licensing System. Purchase Orders Processing Election Timekeeping System. ✓ Assurances were provided by the City & County of Honolulu that Y2K fixes have been completed and Y2K compliance has been achieved for the following cntical applications: Motor Vehicle Registration Drivers Licensing Voters Registration Real Property (Tax Administration and Accounting Components) National Crime Information Center (NCIC) Access. ✓ Assurances v, ere provided by the State government that Y2K fixes have been completed and Y2K compliance has been achieved for the following critical applications: Criminal Offender Based Tracking System (OBTS) Juvenile Justice Information System. -3- O YEAR 2000 SURVEY RESULTS Year 2000 surveys were distributed to all County departments and agencies to obtain important status information in the following areas: • Computer systems (minicomputers, multi -user word processors, & PC -LANs) • Personal Computers (desktop, laptop, notebook PCs) • Computer applications. This information received has been used to make a comprehensive inventory of all of the County's critical computer applications and systems. It also has provided information that is necessary for further planning and implementation of the County's Y2K initiatives throughout 1999 Finally, it will enable ongoing Y2K compliance monitoring and progress reporting on an objective level. The results have been compiled based upon the information reported by County departments and agencies. They are summarized in the Year 2000 Status Table on the following page. Readers interested in obtaining more detailed information regarding specific computer applications and computer systems can refer to the Y2K Survey Summary Tables A thru E appearing at the end of this report. The completed items are listed first followed by open items listed in order of estimated completion date, earliest first. The PC survey forms provided information on "commercial off - the - shelf" (COTS) software applications used by various County departments and agencies. This includes general office automation software such as word processing, spreadsheet, and database packages typically found in today's business environment. Data Processing Division will be tracking the Y2K issues related to these general COTS packages and will periodically notify users about Y2K ramifications. Upgrade, replacement, and "work- around" recommendations will be made as may be necessary. Of note. a survey will be developed and sent to all County departments and agencies to obtain information regarding the Y2K status of critical "embedded chip" and "process control" products and systems in use by vanous County departments and agencies. This information will be compiled and used to track progress in these areas and to ensure that such products systems will be Y2K ready in time. Meet with the Mayor and Managing Director to review Y2K progress. Additional penodic meetings will be held throughout the year. Conduct a Y2K presentation for the County Council to review Y2K project status. Additional status updates will be provided throughout the year as needed Coordinate a meeting with representatives from Data Processing Division, Police Department. and Prosecuting Attorney to review overall Y2K project status to date and upcoming needs and activities. Conduct follow -ups where needed with County departments and agencies to obtain additional information for the County's Y2K surveys. Conduct follow -ups where needed with outside information technology service providers (vendors and other government organizations) who have not responded to earlier Y2K Readiness Questionnaire forms sent out by the County. Final Y2K data flow and validation testing is expected to be completed for the Budget System running on the County's central Wang computer system. FEBRUARY 1999 Prepare a general Y2K Status Disclosure Notice that can be used to reply to the numerous Y2K inquines expected. This can also be distributed to outside parties as desired. Add a Y2K status information page to the County's Internet web site (www.hawaii - county.com). Meet with Y2K coordinators from all County departments and agencies to review overall Y2K project status to date and to announce upcoming activities. Complete initial research and issue a preliminary advisory to all County departments and agencies regarding the Y2K status of various "commercial off -the- shelf" (COTS) software packages in common use based upon the Y2K survey results. Develop a Y2K letter and survey to send out to major essential service providers whose products and services have a direct impact upon the basic daily living needs of Big Island residents (e.g., utilities. communications, inter - island transportation. etc.). At the same time, inform these organizations of the County government's Y2K initiatives and status using the 72K Status Disclosure Notice that was developed in January. -6- 0 0 Conduct a survey to obtain baseline Y2K information pertaining to "embedded chip" and "process control" products and systems in use by various County depatunents and agencies. This information will be compiled and used to determine the Y2K impact upon vanous related cntical services. which the County provides to its citizens. It will facilitate Y2K planning and tracking of progress in these areas to ensure they will be Y2K ready in time. Begin coordinating installation of Y2K- compliant LAN replacement system and claims management soft\\ are package at the Safety Coordinator's Worker Compensation Unit. Begin planning for Public Works' Automotive Division Y2K software conversion for their fleet management application. A bid will have to be put out through Purchasing Division for a new Y2K- compliant LAN replacement system Final Y2K data flow and validation testing is expected to be completed for the following applications running on the County's central Wang computer system' Accounting System Improvement District Billing Public Works Permitting System (Building. Electrical, Plumbing, Signs) MARCH 1999 Compile the basic information regarding Y2K preparedness and plans from the essential service providers for subsequent distribution as requested by citizens and organizations. If feasible, post a summary on the County's Internet web site. Final Y2K data flow and validation testing is expected to be completed for the following applications running on the County's central Wang computer system. Conduct follow -ups where needed with outside information technology service providers (vendors and other government organizations) to obtain more current Y2K status information for items being tracked. Meet with representatives from Data Processing Division. Police Department. and Prosecuting Attorney to review overall Y2K project status to date and upcoming needs and activities. JULY 1999 Issue a Year 2000 status report. Meet with Y2K coordinators from all County departments and agencies to review overall Y2K project status to date and to announce upcoming activities. Conduct an update for the benefit of the County Council if necessary to review Y2K project status. Update the County's general 1 Status Disclosure Notice and information on the County's Internet web site Hold a final meeting before the turn of the century with Y2K coordinators from all County departments and agencies to discuss final planning and implementation issues related to the rollover to the new century. JANUARY FEBRUARY 2000 Issue a final Year 2000 status report based upon any problems that may have occurred as a result of the rollover to the Year 2000.
