RESOLUTION NO. 289 14
A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO APPROVE
SENATE BILL NO. 2941 AND HOUSE BILL NO. 2521, WHICH APPROPRIATE
FUNDS TO MANAGE HAZARDOUS TREES.
WHEREAS, hazardous trees compromise safe access and usability of transport routes
for citizens and emergency and public safety services; and
WHEREAS, according to the Hawai`i Fire Department, from 2013 to 2014 there were
5,149 calls for emergency services in the Puna district; and
WHEREAS, the Puna district, with its challenging infrastructure, limited arterial streets,
and large geographical expanse, has the highest inundation rates of dangerous Albizia trees in the
State of Hawai`i, according to the Big Island Invasive Species Committee; and
WHEREAS, Senate Bill No. 2941 appropriates $5,000,000 for the removal of hazardous
Albizia trees and for the treatment of non-hazardous Albizia trees to at least 150 feet from
portions of selected roadways; and
WHEREAS, House Bill No. 2521 appropriates funds from general revenues for the
purpose of cutting, trimming, or removing trees that pose a hazard to other properties; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby urges the Hawai`i State Legislature to approve Senate Bill No. 2941 and House Bill No.
2521, which will appropriate funds to manage, treat, and control hazardous trees.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Governor Neil Abercrombie; the Honorable Senate President Donna
Mercado Kim; the Honorable House Speaker Joseph M. Souki; the Honorable Mayor William P.
Kenoi; the Honorable Senator Russell E. Ruderman; the Honorable Representative Faye P.
Hanohano; and the Honorable Representative Gregg Takayama.
