SUBJECT: Proposed Amendment to Resolution No. 272-14; Relating to County Home Rule
Authority
Please see below a proposed amendment to Resolution No. 272-14. The amendment is illustrated
below in Ramseyer format with respect to the contents of Resolution No. 272-14; material to be
deleted is bracketed and stricken through; material to be added is underscored.
Resolution No. 272-14 is amended by deleting the final Whereas clause to be replaced with a
new clause to read as follows:
"[WHEREAS, the Council believes it is important to take a proactive stand in the face of
such possible State legislation that would thereby undermine the counties' existing authority
to regulate matters relating to the cultivation, development, or testing of genetically
engineered crops and plants; now, therefore,]
WHEREAS, the Council is concerned that State Legislators have introduced legislation
designed to eliminate county level authority ("home rule") over agricultural practices, even
when certain practices may severely impact the health of neighboring residents and the
unique and delicate ecosystems of each island; now, therefore,"
A draft copy of Resolution No. 272-14, Draft 2, has been omitted as the proposed amendment
only deletes one clause to be replaced by a singular clause.
