HomeMy WebLinkAboutRES 301 Draft 01 2012-2014 JNZV Os.....•• COUNTY OF HAWAII • ��" % •` STATE OF HAWAII . 7TE Gf•N�,� RESOLUTION NO. 301 1.4 A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO PASS SENATE BILL NO. 2585 AND HOUSE BILL NO. 2152,WHICH APPROPRIATE FUNDS TO THE PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS AND AUTHORIZE THE ISSUANCE OF GENERAL AUTHORIZATION BONDS FOR A HEADQUARTERS FACILITY. WHEREAS, Senate Bill No. 2585 and House Bill No. 2152 appropriate $1,375,738 for the Pacific International Space Center for Exploration Systems (PISCES) and authorize the issuance of$1,500,000 in general obligation bonds for the acquisition of land for a PISCES headquarters facility; and WHEREAS, PISCES promotes economic development for Hawai`i Island and the State of Hawai`i; and WHEREAS, PISCES will lead the development of methods to fabricate basaltic-based construction materials through three-dimensional printing as an alternative to cement; and WHEREAS, PISCES will develop the technology to survive in deep space by extracting potable water from the surface of other worlds and converting it into oxygen and rocket fuel, using Hawai`i basalt as a test material; and WHEREAS, PISCES will provide infrastructure improvements for an existing planetary analog test site that will support international teams in their effort to test technology for human robotics missions on the moon and Mars; and WHEREAS, PISCES will work with three Hawai`i high schools and NASA to develop a lunar dust removal experiment that will be flown on a Google Lunar X-Prize mission in 2015 to the moon; and WHEREAS, PISCES will host an international robotics mining competition in summer 2014; and WHEREAS, PISCES will acquire land to develop a testing and checkout facility to accommodate space hardware assembly, software loading, and other analyses before testing them at field sites across Hawai`i; and WHEREAS, the funds appropriated and authorized by Senate Bill No. 2585 and House Bill No. 2152 will support economic and workforce development and STEM education while establishing PISCES as a world-class center for space exploration; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the Hawai`i State Legislature is urged to pass Senate Bill No. 2585 and House Bill No. 2152, which appropriate funds for PISCES and authorize the issuance of general obligation bonds for a headquarters facility. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable Governor Neil Abercrombie; the Honorable Senate President Donna Mercado Kim; the Honorable House Speaker Joseph Souki; the Honorable Senator Will Espero; the Honorable Senator David Y.
