Re: Amendment to the Hawai`i County Code
Enclosed is a bill for an ordinance amending Chapter 21, Section 21-32, of the Hawai`i County
Code 1983 (2005 Edition, as amended), relating to Billing of Charges; Payment; Late Penalty.
The amendment of this section reduces the rate of interest charged on past due wastewater
balances from one and one-half percent per month, to one percent per month. This change better
aligns charges for this penalty with those of other County agencies.

A. REQUEST:
To amend HCC Chapter 21, Section 21-32. Billing of charges; payment; late penalty, as follows:
(b) Payment shall be due thirty days after date of bill. In addition, interest at the rate of one and one half percent per
month shall be imposed upon the outstanding balance for all accounts that are past due.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Environmental Management (DEM) requests that the Hawaii County Code be amended
to reduce the rate of interest charged on past due wastewater balances from one and one half percent per
month to one percent per month. This request is to bring the interest rate in line with the rate that other
County agencies are currently charging.
