O. Box 1285, Kailua-Kona, HI 96745. This equipment will be used by the Hawai`i Fire Department's Fire Rescue and Ocean Safety Divisions to provide for the safety of our Fire Department personnel and to facilitate the safe delivery of rescue services to the public. Most of our missions involve searching for victims in extremely rough condition and or zero visibility. Having the ability to signal divers from the surface while they are submerged will enable us to maintain diver accountability and assure critical communication is maintained. This device has an effective range of 2000 feet under water with a speaker that can be submerged up to 100 feet. Because of this the number of emergency rescue calls on the slopes of Mauna Kea and Mauna Loa has increased dramatically. Visitors hiking the slopes of these mountains become disoriented or are unprepared for the conditions they encounter while hiking. It is not uncommon for temperatures to reach into the teens during rescue operations searching for people in these areas. Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
