Your Committee on Finance, to which was referred Bill No. 186, reports as follows:
Bill No. 186, transmitted by Council Member Valerie T. Poindexter, via Communication No. 618
dated January 16, 2014, amends Ordinance No. 13-66, as amended, relating to public improvements
and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as
follows:
DEPARTMENT OF PUBLIC WORKS
Honoka`a Elementary School Parking Lot and Student
Drop-Off/Pick-Up Facility - County $2,000,000

Honoka`a Elementary School Parking Lot and Student
Drop-Off/Pick-Up Facility - State $2,000,000
(110.388.5383.02)
Funds for this appropriation increase shall be provided from:
State CIP $2,000,000
General Obligation Bonds, Capital Projects Fund - Fund Balance
and/or other Sources $2,000,000
The funds would be used for project management, engineering, infrastructure improvements,
planning and design, and construction of the Honoka`a Elementary School parking lot and student
drop-off/pick-up facility.
Chair Poindexter relinquished the chair to Vice-Chair Ilagan to speak in support of Bill No. 186.
She informed her colleagues that the primary discussion on this project took place earlier that day,
at the Government Relations Committee during the reading of Resolution No. 277.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 186, and
recommends its passage on first reading.
