RE: Discussion regarding appointments to the Hawai`i State Association of Counties Executive
Committee and nominees for the National Association of Counties board of directors and
the Western Interstate Region board of directors.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Governmental Relations and Economic Development to the full
Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter be placed onto the next Council agenda for
review. However, in the event this request is denied, for whatever reason, I understand the
matter shall be referred to the Committee on Governmental Relations and Economic
Development for placement on its future agenda.

Dear Council Chair Yoshimoto,
Pursuant to Section 5 of the Bylaws of the Hawai`i State Association of
Counties, Inc. (December 23, 2013), "Prior to April 15 of each year, each council
shall appoint one of its members to serve as an officer of the corporation for the
term commencing the immediate following July 1," and "shall designate an
alternate to the member serving as an officer of the corporation."
Therefore, I would like to request that your Council submit to HSAC the
approved appointments for Fiscal Year 2014-2015, as well as the nominees to be
considered for the National Association of Counties' (NACo) and Western Interstate
Region (WIR) Board of Directors, by April 15, 2014.
After each Council approves their appointments, the four (4) appointees will
submit to each Council the proposed slate of officers prior to May 30, 2013. Each
Council shall then take appropriate action on the Fiscal Year 2013-2014 slate of
officers before the 2013 HSAC Annual Conference in June.
