SUBJECT: Communication 620, Agenda for 1:45 pm on February 2,2014
Aloha Chair Kern, Vice Chair Wille, and members.
My name is Jonathan Likeke Scheuer and I am a consultant for Kaloko-Honokohau National
Historical Park and the Water Resources Division of the National Park Service. I am offering
testimony on your discussion of Communication 620.
As you know,this item has been prompted by our filing of a petition to designate the Keauhou
Aquifer System as a Water Management Area for groundwater. The petition seeks the state's
assistance in carefully managing fresh water as land uses change around the Park.
We appreciate the Council's efforts to understand the designation process as it is described by
the State Water Code (HRS 174C) and the important advisory role that you have. We are glad as
well that the staff of the Water Commission will be here today to present to you.
The National Park Service is aware of the significance of designation for the County and other
stakeholders in the area. As someone who has worked on water matters around the state for two
decades, I personally appreciate that the history of water law and the Code is complex, and so we
are especially impressed with the careful and methodical approach you are taking to understand
this issue. We are also looking forward to presenting to you an overview of our petition at your
next meeting later this month, and are thankful for that opportunity.
Again, mahalo for your attention to this important matter, and for providing a forum for your
me a :-rs and t public to talk about our precious water resources.
