RESOLUTION NO. 313 14
A RESOLUTION APPOINTING BONNIE S. NIMS AS THE LEGISLATIVE AUDITOR
OF THE COUNTY OF HAWAII.
WHEREAS, Ordinance No. 08-81 initiated an amendment to the Hawai`i County
Charter to establish an independent audit function within the Legislative Branch through the
Office of the Legislative Auditor; and
WHEREAS, a majority of Hawai`i County voters approved this Charter amendment in
the 2008 General Election; and
WHEREAS, Section 3-18(b) of the Hawai`i County Charter states in part, "The
Legislative Auditor shall possess adequate professional proficiency for the office demonstrated
by relevant certification, such as certification as a certified internal auditor or certified public
accountant or an advanced degree in a relevant field, and at least three years of general auditing
experience which shall include a minimum of one year's experience in the field of government
auditing."; and
WHEREAS, the County Council has the exclusive authority to appoint the Legislative
Auditor to serve for a period of six years, and thereafter, until a successor is appointed; and
WHEREAS, the County Council may remove the Legislative Auditor from office at any
time for cause by a two-thirds vote of its membership; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it
hereby appoints Bonnie S. Nims, a Certified Government Auditing Professional (CGAP), as the
Legislative Auditor of the County of Hawai`i to serve a term of six years.
BE IT FURTHER RESOLVED that this appointment shall take effect May 1, 2014.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable Mayor William P. Kenoi and all department heads of the Executive
Branch.
