Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of Hawai`i, this written request is submitted with my approval that the above-referenced matter be waived from the Committee on Finance to the full Council for immediate action. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda. REQUEST: Request authorization to enter a multi-year financial agreement to acquire PC's and Laptops to replace legacy and non-supported systems. Estimated number of replacement PC's and Laptops required is 700. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The current population of existing PC's and Laptops in the County consists primarily of systems running a legacy operating system that will no longer be supported by Microsoft after the second quarter of 2014. These systems have well exceeded their useful life and are currently impacting productivity throughout the County. The unsupported operating systems on these PC's and Laptops will put the County at risk from cyber attacks. Additionally, replacement of these systems will provide a fast and stable environment for County workers, using the latest software, and allowing the County to better support the public. Money has been approved and is available in the IT department budget to support a financial payment agreement to acquire the PC's and Laptops. Entering into a multi-year agreement enables the County to effectively leverage these funds over time, allowing us to begin an aggressive replacement process, to replace all legacy PC's and Laptops in the shortest amount of time as possible.
