Your Committee on Finance, to which was referred Communication No. 668, reports as follows:
Communication No. 668,transmitted by Mayor William P. Kenoi, dated January 29, 2014, requests review
and favorable recommendation of the nomination of Dr. Ku Kahakalau to the Board of Ethics.
Dr. Ku Kahakalau is a 37-year resident of Hawai`i. She is presently the Project Director for Basic Hawaiian,
a program of the Institute for Native Pacific Education and Culture. She is also the Director of KU-A-
KANAKA Indigenous Research Institute and the owner of Ku I Ka Maria Music Publishing.
In addition, Dr. Kahakalau is currently a board member of the North Hawai`i Educational Research Center's
Heritage Center, the Native Hawaiian Health Care Systems Institutional Review Board, and the Center for
World Indigenous Studies. She states that she is not affiliated with any political party. If confirmed,
Dr. Kahakalau will serve a term to expire on December 31, 2018.
Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward and provided background
information, expressed the Mayor's support, and requested Council's favorable action of this appointment.
Dr. Kahakalau expressed her gratitude and stated that it is an honor to be considered to serve on the Board of
Ethics.
Several Council Members expressed their support of the nominee's appointment.
Dr. Kahakalau is not required to be present at full Council for final confirmation.
Pursuant to Article XIV, Section 14-5, Hawai`i County Charter, there shall be a Board of Ethics appointed by
the Mayor with the approval of the Council.
Your Committee on Finance is in accord with the purpose and intent of Comm.No. 668, and recommends
confirmation of the appointment of Dr. Kahakalau to the Board of Ethics.
