Your Committee on Finance, to which was referred Bill No. 198, reports as follows:
Bill No. 198, transmitted by Finance Director Nancy Crawford, via Communication No. 658 dated
January 30, 2014, amends Ordinance No. 13-66, as amended, relating to public improvements and
financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as follows:
PUBLIC WORKS:
Hokulia Bypass Road - Private $ 20,000,000

Funds for this appropriation increase shall be provided from:
Private Contributions $ 20,000,000
The proposed bill adds the Public Works Hokulia Bypass Road—Private project for $20 million to
the capital budget. Funds for this project shall be provided from Private Contributions
($20 million), and would be used for the completion of the Hokulia/Mamalahoa Highway Bypass
Road from Kaleiopapa Street to and including the Napo`opo`o Road/Mamalahoa Highway
intersection. This project also includes improvements on Haleki`i Street as necessary to
accommodate the increased traffic.
There was no discussion on this measure.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 198, and
recommends its passage on first reading.
