RESOLUTION NO. 3117 ' 4
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR SHIPPING OF BOOKS FOR CREATING
READERS IN BABIES.
WHEREAS, the Creating Readers in Babies (C.R.I.B.) is an award-winning children's
literacy non-profit program that distributes books through 4-H Clubs in Kona to every newborn
child at the Kona Community Hospital and has done so for the past ten years; and
WHEREAS, the Twinkling Stars 4-H Club has been recruited by C.R.I.B. for the
distribution of these books and needs funds to pay for shipping; and
WHEREAS, C.R.LB. and 4-H Clubs in Kona understand the importance of developing
reading skills at an early age specifically through the intonation and inflection of reading aloud
which enhances the bond between parent and newborn; and
WHEREAS, Contingency Relief funds from Council District 8 will be appropriated to
the Department of Liquor Control to help pay for shipping cost associated with these books;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Director of the Department of Liquor Control and Director of Finance and that
the Director of Finance is hereby authorized to make the necessary transfers in accordance with
the terms of this resolution.
