COUNTY OF HAWAII <br /> •*E• ` ' '%:•'- STATE OF HAWAII <br /> 1.t...t�w. <br /> RESOLUTION NO. 31 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT FOR THE JUNIOR POLICE OFFICER (JPO) <br /> PROGRAM. <br /> WHEREAS, according to the Office of the Prosecuting Attorney, one of their goals is to <br /> encourage and promote crime prevention and early intervention initiatives to improve the quality <br /> of life for residents and visitors of Hawai`i County; and <br /> WHEREAS, mitigation and prevention of juvenile deliquency begins with early <br /> intervention; and <br /> WHEREAS, the Department of Education utilizes the Junior Police Officer(JPO) <br /> program to engage youth with consistent value-oriented prosocial experiences, positive role- <br /> modeling, and civic mindedness; and <br /> WHEREAS, the nonprofit, Hawai`i Football Club (HFC), collaborates with schools to <br /> implement programs that have a zero tolerance for bullies, promotes positive behaviors, <br /> encourages academic success, and instills values of respect, unity, and love; and <br /> WHEREAS, the JPO program and the HFC utilize community resources and officers <br /> from the Police Department to motivate youth to be model citizens in the community and deliver <br /> anti-bullying curriculum; and <br />
