RESOLUTION NO. 329 14
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT FOR EDUCATION, TRAINING AND EQUIPMENT
FOR THE COMMUNITY EMERGENCY RESPONSE TEAMS AND NEIGHBORHOOD
WATCH PROGRAMS.
WHEREAS, the Community Emergency Response Team (C.E.R.T.) is a community
based program that provides initial and critical emergency services in response to disasters, with
300 trained members within 20 active C.E.R.T. teams on Hawai`i Island; and
WHEREAS, the Neighborhood Watch is a community based program that provides
crime prevention and community security by working in collaboration with various public safety
organizations; and
WHEREAS, the C.E.R.T. and Neighborhood Watch programs are active members of the
Hawai`i County Citizen Corp Program, which program is overseen by the Hawai`i County
Citizen Corp Advisory Council, an advisory board to the Office of the Mayor; and
WHEREAS, C.E.R.T. and Neighborhood Watch Programs are in need of funds to
provide education, training and equipment to promote community self reliance for disaster
response and crime prevention; and
WHEREAS, Contingency Relief funds from Council District 8 will be appropriated to
the Civil Defense Agency for expenses associated with the C.E.R.T. and Neighborhood Watch;
now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the
following amount is hereby transferred/appropriated as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this
resolution to the Civil Defense Administrator and Director of Finance and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
