I've lived in the North Kona community for almost 45 years and have taught 7th and 8th graders here for 31 .4 of them. I've given testimony regarding this project over the last several years. Councilmembers Ford, Hoffman and Pilago required Mr. Barrett meet with the community. We met several times and very little was accomplished. Mr. Barrett told us at the last meeting that he was going to wait until after the Council election for a "BUSINESS FRIENDLY" county council because 5 of the members including Councilwoman Ford were holding him accountable. Mr. Barrett withdrew his application, one of a Comm. No. L1 a c• Ref.To: C. Ref. Date tt 1 2014 many times. 4 of those 5 councilmembers are no longer serving. This development does NOT meet the requirements of the Kona Community Development Plan which calls for Low density on both sides of Hualalai Road. The community will hold you accountable for upholding the Plan with legal action as an option. We wanted them to eliminate the PUD and only go with minimum of RS 15 meaning 15,000 sf lots or bigger which mirrors ALL of the adjoining properties. He refused both. We all know that having a PUD will allow them to, behind closed doors later, increase the density to 5,000 to 7,500 sf lots. We all know that this will happen in the very near future if you approve their subdivision. This is not speculation. This is fact!! We all know that Hualalai Road will not handle the increase in traffic. Puapuaanui cannot handle the increase with non existing feeder roads. Mr. Lim who is the Barrett's high priced Hilo lawyer, and who is known for getting the job done, has blatantly made misstatements to the Leeward Planning Committee and got caught about a non existent feeder road servicing the Barrett development. Floodplain analysis by the developer is flimsy at best. Here's the bottom line. Is your job to rubber stamp this shabai or is it your job to protect the community and residents? Will this development overload the infrastructure? Does this PUD bring value to existing properties adjoining and neighboring developments that actually played by the rules and did the right thing for their areas? You were voted in to represent the residents. Please continue to do so.
